Is there a reusable SimpleVocab compliant with the Europeana Licensing Framework / Publication Policy?

Situation: A data provider enters metadata  to be aggregated via MoRE to Europeana. What is the recommended way to enter the correct licensensing information in compliance with the Europeana Publication Policy / Licensing Framework?

Do I have to enter all the URIs as SimpleVocab values for the dcterms:license form field in Omeka - or is there a way to reuse something? Can I use the the Vocabulary Service? Or download a precompiled vocabulary somewhere from the support center pages?
